County Boards of Developmental Disabilities

Encouraging, Supporting and Respecting People on their Journey through Life

Thank you for becoming an Independent Provider

An Independent Provider is self-employed, providing a valuable service working with people along their path to independence.

Please contact your accountant to discuss any self-employment tax-related questions.

Federal, State and County agencies use email as a primary form of communication with Independent Providers. Please ensure your email address, home address and telephone number are up to date with each government agency at all times.

For each service that you provide, you must have documentation of that service.  There are many required elements for each piece of documentation. A binder will be provided upon request by newly certified providers.   These documents will help ensure the documentation that you use contains the required elements.

As a self-employed, Independent Provider you should familiarize yourself with the Ohio Department of Developmental Disabilities Rules that can be found at https://dodd.ohio.gov/wps/portal/gov/dodd/forms-and-rules/rules-in-effect/administrative-rules-list

When selected to provide services to someone, you are required to meet with a representative of the County Board before you begin providing the service.

Per the Provider Certification Rule, you are required to have annual training in the following:

(1.) Two hours of training provided by the department or by an entity using department-provided curriculum in topics relevant to the independent provider's duties including:

  • Empathy-based care

  • "National Alliance for Direct Support Professionals" code of ethics

  • Rights of individuals set forth in section 5123.62 of the Revised Code

  • Rule 5123-17-02 (MUI rule) of the Administrative Code including a review of health and welfare alerts issued by the department since previous year's training

(2.) Six hours of training in topics selected by the independent provider from the following list that are relevant to the services provided and individuals served by the independent provider:

  • Components of quality care (e.g., examples include but are not limited to: interpersonal relationships and trust; cultural competency; effective communication; person-centered philosophy, planning, and practice; implementing individual service plans; trauma-informed care; empathy-based care)

  • Health and safety (e.g., examples include but are not limited to: signs and symptoms of illness or injury and procedure for response; transportation safety)

  • Positive behavioral support (e.g., examples include but are not limited to: creating a positive culture; general requirements for intervention and behavioral support strategies and role of independent provider including documentation; crisis intervention techniques)

  • Your CPR/First Aid certification must ALWAYS be current

There are additional training requirements depending on the service you are providing. The full list of rules and training requirements can be found at: https://dodd.ohio.gov/wps/portal/gov/dodd/forms-and-rules/rules-in-effect/administrative-rules-list
